The Federation of School Sports Association of the Philippines (FESSAP) is the recognized group from the Philippines by the International University Sports Federation (FISU). The FISU decision was made by the FISU Executive Committee during the general assembly on December 8 to 9 in Trento, Italy. The FISU letter declaring FESSAP as the official member was sent to FESSAP Secretary-General Graham Lim.
“In 2013, a certain group from University Athletic Association of the Philippines (UAAP) headed by Ricky Palou and Philippine Olympic Committee (POC) Secretary General Steve Hontiveros applied for membership in FISU during the World Universiade General Assembly held in Kazan, Russia,” said Papa. However, Papa said the application for membership by the UAAP group was vehemently objected by Fessap handling lawyer and legal adviser Ma. Luz Arzaga-Mendoza during the FISU General Assembly. Arzaga-Mendoza recalled saying: “while you [FISU] were gracious and benevolent in giving us your valuable time in meeting us, we were however surprised that without due process of law, and in total disregard of all tenets of justice and fair play, you have entertained the application of another group from the Philippines, in clear violation of FISU rule prescribing a “one-member policy.” Arzaga-Mendoza also presented the Commission on Higher Education (CHED)endorsement to FISU. The endorsement was made by CHED Chairperson Patricia Licuanan. “The victory of Fessap on its recognition as a sole representative of the Philippines to FISU is indeed a test that justice is truly served. The attempt to corrupt mind and leadership of FISU by Fessap’s opposition in the Philippines failed on vain,” stressedArzaga-Mendoza. “The oppositions were to do backdoor manipulation to overthrow Fessap membership in FISU. But such manipulation was timely prevented after legal arguments via oral and written position papers were presented. The FISU officials were convinced of the evils and inappropriate actions of the oppositions, therefore must not prevail,” Arzaga-Mendoza said. Ateneo’s representative to the UAAP Board Ricky Palou said: “We’re not informed yet. But if that’s that decision of FISU, we’ll respect it.” The Fessap owns the right to select athletes who will represent the country in the prestigious World University Games otherwise known as World Universiade. The 2015 edition will be held in Gwangju, South Korea.

Gonzalo (Lito) G. Puyat II By: Graham C. Lim 8th January 2013 To my fallen comrade Lito, I salute you. Mr. Gonzalo “Lito” G. Puyat II, age 79, who passed away on January 7, 2013 was twice elected as FIBA President in 1976 and 1980, was at the forefront of the various up-and-down years in the Basketball Association of the Philippines (BAP), where it was its President starting in 1968 as the successor of former senator and 1936 Olympian Ambrosio Padilla. I will always remember him as a father-like figure who taught me how to live a simple and clean life and how to run the BAP following my ascension as its Secretary General in the 1990s. Puyat stood as a godfather during my wedding. For years, I regularly visited him at his Makati City residence to seek his advice on how to run the BAP. At the time of his death, Mr. Puyat held the position BAP Chairman Emeritus. Among his closest friends who regularly kept in touch with him were former Philippine Sports Commission (PSC) chairman Atty. Dominador Cepeda, veteran journalist Augusto "Gus" Villanueva, baseball great Filomeno “Boy” Codiñera and ex-Olympian Arturo Valenzona. Their talks usually centered around basketball developments in the past and present and his distinguished eight-year tenure in the FIBA as its president. Mr. Puyat was a Hall of Famer whose picture hangs in the museum that housed the USA Hall of Fame in the Olympic village in Springfield, Colorado. He is the only Filipino to be bestowed such an honor for his various contributions to world basketball. Puyat was responsible for the Philippines' hosting of the 1978 World Basketball Championship in Manila. I will surely miss Mr. Puyat but will continue to treasure the fatherly advice he had given me through the years. Goodbye my comrade and godfather. Marking My Second Anniversary on June 28, 2012 This is my short story………… Graham C. Lim Manila, Philippines -- On December 7, 2009, during the hearing of a criminal case I filed against a certain person by the name of Manuel V. Pangilinan. This was the man who, instead of acting as a mediator, pulled off a coup in claiming the presidency of the fledgling Samahang Basketbol ng Pilipinas (SBP) and kicking out the Basketball Association of the Philippines (BAP) as the country’s national basketball federation. The BAP has been recognized by the International Basketball Federation (FIBA) since 1936, a year in which the first BAP president, Senator Ambrosio Padilla, stood as Philippines’ team captain in the first Summer Olympic Games in Berlin, Germany. The criminal case I filed against this person revolved around the SBP’s falsification of private documents that resulted in two sets of Minutes of Meeting on February 5, 2007, for the Unity Congress agreement of the BAP and the SBP that would name the BAP-SBP as the national governing body in basketball in the Philippines. The agreement was approved by the FIBA, led by FIBA secretary general Patrick Baumann, and witnessed by FIBA Asia President Sheikh Saud Ali Al-Thani of Qatar and FIBA Asia Secretary General Dato’ Yeoh Choo Hock of Malaysia. The unification agreement, which was to be known as the Bangkok Agreement, was signed on February 4, 2007, a night before the “Unity Congress” was to be held (on February 5, 2007). Also putting their signatures on the Bangkok Agreement document were SBP President Manual V. Pangilinan and Pilipinas Basketball (PB) acting President Jose Capistrano on one side and BAP Executive Vice President Christian Tan and BAP legal counsel Bonifacio Alentajan on the other end. Sadly, the Bangkok Agreement was never followed to the letter. Various violations were committed, and worse of all, the name of the merged organization was shamelessly changed to simply “SBP” even when the Bangkok Agreement called for the organization to be known as “BAP-SBP.” Sadly, the FIBA did not also honor the Bangkok Agreement even when its secretary general, Patrick Baumann, was among the signatories to the document. Moreover, it was Baumann himself who initiated the supposed merger between the BAP and SBP. Undoubtedly the FIBA secretariat was tremendous pressure from the SBP to disregard the Bangkok Agreement for future marketing considerations. Just as I stepped out of the hearing at the prosecution office in the afternoon of December 7, 2009, a Friday, I was instantly surrounded by men from the National Bureau of Investigation (NBI) under the Interpol Division. This would indicate that had been under surveillance by the International Police for some time. Imagine, it was the Interpol that was tapped to arrest me, even when it was out of their jurisdiction since the real case against me had to do with deportation. As such, my case should have been handled by Bureau of Immigration (BI). Instead my filthy-rich foe chose to pay off the Interpol bigwigs to arrest me, then connive with the BI to make sure I rot in jail and stay away from the local basketball scene. Immediately, I was brought to NBI Office along Taft Avenue, Manila for the customary picture and finger taking. Subsequently, I was taken to the BI head office in the Intramuros Area for reason that I don’t really know until now. I asked one BI officer why I was being arrested when the BI had not issued a warrant of arrest. Instead, it was the head of the Department of Justice (DOJ), the honourable Secretary Agnes Devanadera, who issued the arrest order through the NBI Interpol agency. Still I begged to ask this question: Why was the Interpol involved here when I was not an international terrorist wanted by the world authorities. This is how this country has been run since the 1970s. If one is fighting for what is fair and just, he is treated like a criminal, a law violator. In contrast, the powerful and the rich can easily play around with the judicial system no matter what wrongdoings they done. Power corrupts and absolute power corrupts absolutely. How sad is the state of affairs in our country. Still and all, my imprisonment has not stopped me from pursuing my lonely battle against injustice, tyranny and persecution of innocent people by the powers-that-be, whether they are in big business or serving the government. For in the end, I know that justice will prevail – maybe not now but certainly sooner than anyone else thinks. One's honour is precious. It’s not for sale, even to the highest bidder. In God's time, I knew that justice would be served and those who had a hand in my seven-month imprisonment at Bagong Bicutan Detention Center will eventually pay dearly for this transgression. As they say, what comes around, goes around. I never tried to seek vengeance for the suffering that my family and I had experienced from my opponents. Rectify the mistakes that we have made and do good to our fellow human beings. Lessons to learn from the greediness of the FIBA Secretariat that will never cease without exposing their strong-handed tactics in the last three decades. Prejudiced remarks by Stankovic against former FIBA President Lito Puyat when Puyat wanted to visit FIBA Headquarters, and the ignoring he got when he tried to help settle the issue regarding Philippine suspension that was instigated by his little stupid boy Patrick Baumann. This is the untold story, behind the scenes.... On December 18, 2006, the Philippines received a communique from Borislav Stankovic (known as secretary general emeritus, a new position in FIBA created by Stankovic himself to protect his personal interests, especially in the organization’s marketing aspects. The issue is about the Philippines’ suspension instigated by the shrewd Patrick Baumann, who hastily came up with the decision without any due process and sense of fairness. The letter (see attachment) was addressed to Mr. Lito Puyat, the two-time former FIBA President whom Stankovic shamelessly pestered to agree to a deal that would give Stankovic a seemingly multi-year contract with pay. It was a correspondence whose intention was to allow Stankovic to take firm control the FIBA Central Board and continue with his illegal personal schemes. Funny it is that Mr. Puyat received a reply from the FIBA dated December 18, 2006. It stated as follows: “Stankovic said that Doctor Jones died 23 years ago and that, since then, many things have changed in the world. However, his philosophy and his way of running sport have always remained mine.” Not many things have changed since the time. If ever, it’s Stankovic himself who has changed – from bad to worse – according to many in the FIBA family, including Mr. Puyat. Many observed that the FIBA Secretariat is now run by thugs and thieves – Mafia style. In connivance with a powerful and moneyed local businessman, the FIBA Secretariat unilaterally removed the Basketball Association of the Philippines (BAP) from the FIBA family. The move opened the eyes of the other FIBA members from other continents. It exposed the dictatorial three-man rule of Baumann, Bob Elphinston and especially the aging Stankovic and their devilish ways. Puyat wanted to visit the FIBA Secretariat in Switzerland to personally discuss the Philippine suspension. His request for a visit was denied outright in utter disrespect to an old guy with outstanding contributions to the FIBA organization who served as president twice in the past from 1976 to 1984. The honorable Puyat is also a member of the Hall of Fame in Colorado Springs, USA. In contrast, when a non-member from the Philippines, a rich businessman whom Baumann and Stankovic now anoint as the head of the national basketball federation in the Philippines known as SBP, he was received warmly. This rich businessman went all the way to Switzerland and was welcomed with open arms even though he was not even a member of the FIBA family. Because they have the same ill motives, they have flocked together to the detriment of the organization's image. Think again, all you FIBA members. It's high time that the despotic rule of the FIBA Secretariat be overthrown no different from the successful downfall of political tyrants in the Arab world. Expose their misdeeds. Fear not that your dissenting voices will be drowned by them through the threat of expulsion. The tragedy that befell the former FIBA-Europe president from Greece was the work of Stankovic and Baumann. Stand up, you other members of the FIBA Central Board. In FIBA-Asia, Baumann dared to oust Sheikh Saud Al Thani from Qatar and Yeoh Choo Hock from Malaysia out as Asia’s president and secretary, respectively, but failed. It was clearly a case of illegal interference in the internal affairs of an independent body. Baumann wanted them out to make way for the entry of their lackey, hoping and wishing that the rich businessman who can supply him with tons of money through marketing promotions. There are more things that one must know. In due time, the wrongdoings of the FIBA Secretariat shall be exposed without fear. Next: DAGUPAN CITY – Davao was the biggest winner in the 64th National Students Basketball Championship held in Dagupan City, Pangasinan province after romping away with the high school and collegiate men’s titles. To: FIBA Asia President/Secretary General/Executive Committee FIBA Secretariat Patrick Baumann/Borislav Stankovic/Bob Elphinston Re: Let’s Hear the TRUTH, and nothing but the TRUTH Dear Sirs, How are you, gentlemen, collectively known as the “Three Stooges”. May I be allowed to greet all of three of you a Merry Christmas! I wish the holidays will give you time to reflect on the various mistakes you have done to tarnish the image of the FIBA organization. In June 2011, FIBA Asia held an Executive Committee meeting in Kuala Lumpur, Malaysia. In the meeting, the issue regarding the name of the Philippines’ national basketball federation was raised. According to the 2007 Bangkok Agreement, the FIBA and FIBA Asiaagreed to name the Philippines’ Federation as “BAP-SBP.” How come the FIBA Secretariat now declares that the federation is simply “SBP”? Baumann was in attendance, but suspiciously he sat through the meeting with his mouth shut. Allow me then to refresh your mind once again so that the other members of the FIBA family around the world would know the real truth behind the substances. Firstly, Baumann’s deafening silence can be equated as guilt. No remorse for his wrongdoing, this corrupt racist of the first order is so enamoured with greed and power. He may better off reflecting on the downfall of several despotic leaders in the Arab world in recent months. Watch your backs, my favourite Three Stooges. Be prepared, for it could also happen to FIBA Secretariat. You three are so unpopular in the different parts of the world, including FIBA Asia. Manipulating and conspiring with dubious basketball personalities, to the detriment of the decent men and women in the organization, is your biggest sin. Your systematic destruction of the Basketball Association of the Philippines (BAP), while sleeping in bed with the moneyed and corrupt businessman from our country, will not be forgotten. The BAP was forced to compromise with the SBP under the Memorandum of Agreement (Bangkok Agreement) initiated by bright boy, Baumann, who had been boasting to his allies in the FIBA Central Board that it was he who brought this moneyed but corrupt Filipino businessman, who has been convicted of plagiarism before the bar of public opinion, to the FIBA for future marketing purposes in FIBA Asia and kick-out those presently running the FIBA Asia Executive Committee sooner or later. He claimed he had this guy under his palm. Dear Sheikh Saud Bin Ali Al-Thani and Dato’ Yeoh Choo Hock, FIBA Asia President and Secretary General, respectively, both of you were part of the MOA between the BAP and SBP that was signed in Bangkok last February 5, 2007. The signing agreement was initiated and even witnessed by Patrick Baumann, a move that supposedly was to lift the Philippines’ suspension from the FIBA. In reality, it was an evil design aimed to boot the BAP out of the FIBA family. Secondly, in one of the provisions of the MOA (Bangkok Agreement) that not followed to the letter, Baumann, Sheikh Saud, Hagop Khajirian (FIBA-Asia Deputy Sec-Gen), Dato’ Yeoh and the other the signatories from the BAP and SBP representatives, it was agreedupon that - 87 member associations affiliated with the BAP and 21 members from the SBP – will be allowed to vote for the next set of the merged BAP-SBP organization after a transitory of one year. The BAP-SBP under our wings called for a general election to select the new leaders in June 2008. It was attended by the representatives of 65 member associations. The result of the voting was forwarded to the FIBA Secretariat. Yet strangely, it failed to recognize the election. Two weeks later, the SBP faction, under the dictates of the moneyed but corrupt businessman, held its own election and the FIBA Secretariat quickly gave its blessing even if the voters did not compose the majority of the merged BAP-SBP organization. Only 19 of their member associations were invited to attend their meeting. Therefore, its so called election of officers was a sham. It is also worth mentioning that six (6) of them were not even listed in the official voter’s list approved in the Bangkok Agreement, one (1) association withdrew its affiliation (CESAFI association from Cebu City) reasoning that the election of BAP-SBP (SBP faction) that there was no quorum. In effect, there was no quorum as only ten (10) member associations affiliated with SBP actually were in attendance during the meeting. They even went on to elect a complete 25 – member Board – and how were they able to do that? That is a puzzlement that even great mathematicians can’t fathom. The decision of the FIBA Secretariat to recognize the voting was just as unbelievable, if not ignorant. Even when I later informed Baumann about this matter during a chance meeting in Malaysia on January 19, 2009, he just sat in silence but always denied anything, perhaps mindful that he could not do anything that would upset his Filipino businessman lackey, from whom he could extract money in the future if and when marketing scheme could be struck between them. There are two things, among other violations of Bangkok Agreement, that I informed FIBA-Asia officials, hopeful that Sheikh Saud and Dato’ Yeoh would understand that real sequence of events regarding the Philippine basketball leadership. The two, in fact, were signatories to the Bangkok Agreement. I have great respect for them and pray that both gentlemen will see the light and rectify these mistakes that continue to question the integrity of our local basketball federation and the credibility of the FIBA to show your concern and dignity not family as a whole. I humbly urge FIBA-Asia members to join me in my crusade against the FIBA Secretariat and demand the resignation of Baumann, Stankovic and Bob Elphinston, the three stooges who over the years have wreaked havoc to the organization that we all love. Let’s act now before the cancer spreads further and further so as to cause the destruction of the entire FIBA family. As a FIBA member, I will continue to fight for what is right, fair and just in our organization even if my principled advocate takes me to my grave. So help us all. Merry Christmas to every one! By: Graham C. Lim Dear Mr. Stankovic, Your memory may no longer be keen because of your advanged age, Mr. Borislav Stankovic, but I am happy to inform you that I am still very much around. There is one issue in the Philippines that may not come out openly only because the person involved in your shenanigans has indirect control of the various media outlets by way of threats of advertisement withdrawals by his telecommunications company. You were installed as the FIBA head following the death of well respected Dr. William Jones in the late 1980s. However, and disappointingly, you turned out to be a lousy boss, incapable of inspiring leadership and susceptible to financial entrapment. You thought you were invincible, but you’re not. I have sought your resignation since last year but your thick face shamelessly made you cling to the position. Even your string puppet, Patrick Baumann, has acted like a fool even he proudly carries a lawyer’s batch. It was Baumann’s stupidity who asked the Basketball Association of the Philippines (BAP) to compromise with the fledgling Samahang Basketbol ng Pilipinas (SBP), and signed the Bangkok Agreement that was subsequently violated and abused for marketing considerations. Yet in 2010, the FIBA Secretariat recognized solely the SBP and handed the authority to run the Philippine basketball leadership to your bogeyman under a new name SBP as easy as that. Attached five page copies of handwritten Bangkok Agreement which Baumann personally initiated and signed just to misled the BAP and then later to discredit it. The Bangkok Agreement was witnessed and signed by FIBA Asia President Sheikh Saud Bin Al-Thani and FIBA Asia Secretary General Dato’ Yeoh Choo Hock. Both gentlemen did their part in good faith, not perhaps knowing that they, too, would be treacherously tricked into disrespecting the Bangkok Agreement. I know Dato’ Yeoh and Sheikh Saud would never fall for the trap being laid out by the FIBA Secretariat led by Baumann. It’s so sad both gentlemen can’t do anything but watch on how the BAP falls from the trap of Baumann and his cohorts. Again, FIBA members ask you, the honorable Stankovic, to explain the loss of more than US 10 million dollars by the FIBA Secretariat in your dubious marketing scheme in 2000 through ISL Marketing. Until now, you have never explained fully this anomaly to all the members of the FIBA organization, including the BAP. The more your lips sealed, the more have the FIBA members become wary of your shady character. Even your limp-wrist puppet, Baumann, has chosen to be silent on this matter in a grand conspiracy between the two of you. I urge all FIBA members not to be cowed by the FIBA Secretariat, which has been running like it is their company or family corporation. Another puppet in the strings of Stankovic and Baumann is Robert “Bob” Elphinston, a congenital liar whom the members of the FIBA Asia Executive Board avoid like a plague. Elphinston continuously has covered up the misdeeds of Stankovic and Baumann so that the diabolic duo would protect his personal interests with FIBA Oceania and fund requests from FIBA Secretariat would easily be granted. Now even, members of the FIBA Oceania are wondering what kind of arrangement that Elphinston has with the FIBA Secretariat. Much has been said in my correspondence.
